Episode Overview

After a skilled sniper shoots out the front tire of a patrol car, causing it to veer off the highway, Hooker and Romano suspect that the shooter is a disgruntled Vietnam war veteran honing his skills for a larger attack. However, they soon discover that the real threat is much nearer than they anticipated. The perpetrator has sinister plans to transform the Mayor's upcoming visit to the LCPD headquarters into a chaotic scene, creating his own personal battleground.
