After dropping off Detective O'Brien's niece, Jennifer, at a jewelry store to pick out a gift for her uncle's 25th anniversary on the force, chaos ensues when armed robbers storm in, and Jennifer is tragically shot during the incident. Feeling guilty for her death, Corrigan is haunted by the high-tech weapon used in the crime, while the investigation is complicated by a relentless news reporter eager for a scoop. Meanwhile, one of the robbers begins to relish the notoriety stemming from the shooting and devises a plan to exploit the reporter's ambition.
