On September 16, 1933, Eliot Ness had managed to dismantle The Underground Court, but the larger Syndicate, which oversaw more than half of the nation's criminal activity, remained intact. Following the death of Judge Foley, the Syndicate's chairman, five high-ranking members gathered at a roadhouse near Chicago. Their agenda was to decide if Nero Rankin, who was named by Foley as his successor in the event of his passing, would be appointed as the new chairman.
