In October 1932, Chicago is under Prohibition, allowing only "near-beer," which contains just 0.5% alcohol, compared to the usual 4.0% in real beer. Many legitimate breweries resort to adding pure alcohol to near-beer to enhance its potency. Woody O'Mara, a brewer from the north side, is determined to eliminate his rivals. He persuades his girlfriend, Amy Gratzner, a plain but clever 23-year-old secretary working for competitor Franz Koenig, to inform on her boss and expose the shady practices in the industry.
