In Chicago, Pete "The Persuader" Kalmisky, a former bodyguard for Al Capone, meets with Alan Sitkin, the Syndicate’s business manager, to discuss a deal with Joey December, the financially troubled president of Great Lakes Pacific Railroad. They strike a corrupt partnership, with Joey agreeing to ship their illegal liquor on his trains in exchange for a cut of "20% off the top." Once Kalmisky departs, Sitkin has a private conversation with Joey, handing over $100,000 for 10,000 shares of Canada Central stock, valued at $10 each.
