In a quiet suburban neighborhood, a woman awakens to find herself surrounded by flames. Panic sets in as she rushes outside, desperately calling for help, but no one else seems to notice the fire. As the flames seem to chase her, she attempts to escape in her car, only to crash and lose her life. This tragic incident catches the attention of Tulsa Giles, a new ISA agent. She enlists her friend Lambert to look into the mysterious death and a series of similar incidents involving twenty couples who have left what appears to be a perfect environment. Tulsa proposes they go undercover as a married couple. They purchase a home, drawing the interest of SELMA, which monitors the contracts that stipulate anyone who moves out within two years will breach their agreement. However, things escalate when their neighbor begins to relive his Vietnam experiences and starts firing his weapon.
