Born in San Francisco, California, he developed an early passion for the performing arts while attending George Washington High School, where he actively participated in the drama club and even held the position of student body president.

Phalen's professional journey began with the Actor's Workshop in San Francisco during the early 1960s. Notably, he portrayed the character Mick in Harold Pinter's acclaimed play, The Caretaker. His film career took off when he appeared as Dr. Terence Wynn in the iconic 1978 horror film Halloween, a role he reprised in the franchise's 1995 installment, Halloween: The Curse of Michael Myers—though the character was ultimately played by Mitch Ryan in that sequel.
