Plot
Captain Howdy, a sadistic man adorned with piercings and tattoos, preys on unsuspecting teenagers through the Internet, enticing them to his lair for horrific acts of torture. After abducting Detective Mike Gage's daughter, he is apprehended and deemed insane, leading to his confinement in a mental institution. However, his early release raises alarms for Gage, who is convinced that Howdy's violent tendencies remain unchecked. As he prepares for the inevitable return of the monster, Gage is determined to deliver his own brand of justice when the moment arises.
