Plot
A deadlocked Progressive Party convention turns to an unexpected candidate, Zachary Hicks, as both factions seek a solution. Kay Russell proposes hiring Hal Blake as campaign manager, but he must first be freed from jail due to unpaid alimony. Once out, Blake crafts a strategy that portrays Hicks as simple yet sincere, coaching him to respond with the ambiguous phrase, “Well yes, but then again no.” As tensions rise, Blake uncovers the conservative candidate Underwood's plagiarism during a debate, while Hicks navigates the spotlight, remaining enigmatic even when asked about his chances of victory.
