Gary races against time to prevent a bomb from claiming the lives of 20 ice skaters in the park. Turning to Detective Crumb for assistance, he faces skepticism as the investigation shifts focus to a department store, leaving the bomber one step ahead. Simultaneously, Chuck finds himself in jail due to a staggering 106 unpaid parking tickets. In his cell, he meets an eccentric man who believes he's Santa, who persuades Chuck to break out and steal a car to embark on a gift-delivery mission.
