With a surge in street robberies, stop and search measures are reinstated. Mannion requests Brownlow to take his place for a television interview, but Brownlow ends up deflecting responsibility after two undercover reporters are subjected to stop and searches. The relief is outraged at their chief's handling of the situation, prompting Brownlow to accompany Conway on patrol in the C.I.D. vehicle. They respond to a call and successfully apprehend one of the thieves, but when the other robber escapes by jumping on a bus, Brownlow calls for uniformed officers to halt the bus, facing public backlash, though the uniformed officers find humor in the situation.
