Klein and Hagen respond to a stabbing incident at a shopping mall, where a foreign aid worker has been brutally attacked and left critically injured. Initially, their attention turns to a local teenager, Wayne Stevens, who has a history of similar crimes and was spotted fleeing the area. However, when a witness reveals she heard the victim yelling something before the assault, they shift their focus to Colonel Augustus Ngeze, a Rwandan war criminal wanted by the UN for genocide and sexual violence. Klein's personal biases begin to interfere with his judgment as they struggle to gather evidence linking Ngeze to the crime, prompting him to arrange an unexpected meeting with a Rwandan national for identification.
