A U.S. spy has hidden a plan to devalue the American dollar inside a precious emerald, which falls into the hands of international arms dealer Victor Tomar. Meanwhile, enemy agent Yorgi Petrosian is on the same ship, determined to retrieve the gem. Rollin poses as a card shark and partners with Petrosian, agreeing to cheat Tomar and hand over the emerald while keeping the winnings for himself. Cinnamon lures Tomar into a game by pretending to lose her expensive bracelet. Tomar loses to Petrosian, but Rollin betrays him, snatching both the emerald and the cash. When Petrosian attempts to eliminate Rollin, Willy intervenes, knocking him out and staging it to look like he fell overboard. Petrosian then sends a message to his aide, William, ordering him to kill him.
