On October 11, 1932, in Chicago, with elections just weeks away, David Mantley campaigns for State's Attorney on the Reform ticket, delivering speeches that claim his rival, Jeremiah Down, is backed by the notorious mobster Bryan O'Malley. Meanwhile, O'Malley is being honored at a lavish testimonial dinner, despite the fact that he is scheduled to face trial soon for charges of murder and income tax evasion.
