In the year 1931, Chicago's Southside hides a junkyard that serves as a facade for a narcotics operation controlled by gangster Victor Salazar. Federal agent Eliot Ness and his team are hot on the trail, frequently intercepting his delivery trucks filled with drugs. Salazar's associate, Barney Howe, informs him that the operation is too decentralized, but with one major shipment, he could dominate the Northside, declaring he would "put Chicago in his pocket." Later that night, they receive a tip from a mobster named Kierson, who possesses crucial information about a $2-million shipment of morphine crystals destined for a medical research facility, and plans to meet them at the corner of Mohawk and 23rd in just ten minutes.
