Episode Overview
On Charlie's birthday, Caitlin shocks him by bringing his estranged father, Ray, into the mix. Unbeknownst to everyone, Ray is a deceitful con artist who left Charlie in his youth and has plans to swindle City Hall. Meanwhile, Paul does his best to console Carter as he mourns the loss of Rags, who has recently crossed the rainbow bridge.
