Felicia Vabar, a cunning enemy operative, has obtained one half of a crucial overlay intended for a NATO meeting with a small European nation. Together, these overlays reveal a comprehensive blueprint of NATO's missile defense system. She enlists Captain Cherno, the head of security for the European country, to help her acquire the second overlay. The IMF is on a mission to thwart her plans. During a planned air-raid drill, Felicia aims to retrieve the overlay from a safe, but Jim manages to outsmart her when Barney triggers a fake air-raid alarm. Jim shoots the overlay to Rollin, who is under hypnosis to withstand interrogation until someone attempts to kill him. Meanwhile, Rollin discreetly passes a photo of the overlay to Cinnamon, who forges a replica.
