Skarbeck and Lom are competing fiercely for the position of Chief of Secret Police in the East European Peoples Republic. Both are hardliners, prompting the IMF to take action to eliminate them and ensure Paul Trock steps into the role. Years ago, Skarbeck murdered his lover, Carlotta, but he never discovered the identity of her other partner. He framed her co-star and caused his death in a car accident, leading to Skarbeck's mental breakdown. The IMF aims to trigger another collapse. Cinnamon mimics Carlotta's performance, claiming Lom is financing her for Skarbeck. Meanwhile, Jim provides Lom with a letter that implicates Skarbeck in Carlotta's death. Lom intends to use this to accuse Skarbeck of Cinnamon's murder. The IMF administers a drug to hypnotize Skarbeck, making him associate Cinnamon with Carlotta.
